Lyssa Royal, in her book, "The Prism of Lyra" (which I would highly recommend), has described the Association of Worlds in the following manner:
"The Association is a group of physical and non-physical beings from many realms who come together for a number of purposes. Some have called them a Galactic Confederation or Federation. There is no hierarchical structure of authority inherent in the association. The primary purposes for their interactions with Earth are:
1. To gently nudge humanity toward a greater awareness of itself and its place within the association.
2. To prevent a critical number of nuclear explosions on Earth, which can cause a rip in the fabric of space/time, affecting the galactic neighborhood.
